Introduction
3-8 Issuing the WoF or CoF label evidence of vehicle inspection	Clarified the WoF or CoF expiry reference date for a vehicle that that has not had a previous WoF or CoF New WoF expiries for different types of vehicles that will apply from 1 January 2014 until 30 June 2014 – READ THESE CHANGES CAREFULLY! Clarified when a 12 month CoF may be issued to a new rental vehicle.
5 Inspection premises and equipment	Added new approved MAHA brake tester to the WoF and CoF approved brake test equipment lists.
7 Definitions and abbreviations	Delete definition of scratch-built vehicle. This definition has been removed from all legislation and will live instead in the Low Volume Vehicle Code. Any reference to scratchbuilt vehicle in the rules has been replaced with “low volume vehicle”.
Heavy vehicles
8-1 Service brake, parking brake and heavy vehicle emergency brake	Change to requirements for checking air brake reservoir capacity: for single vehicle complying with ADR brake standard, check air brake reservoir capacity same as for European vehicles, ie 4 service brake applications instead of the usual 5 applications before the warning buzzer starts.
Heavy PSVs
8-1 Service brake, parking brake and heavy vehicle emergency brake	Change to requirements for checking air brake reservoir capacity: for PSVs complying with ADR brake standard, check air brake reservoir capacity same as for European vehicles, ie 4 service brake applications instead of the usual 5 applications before the warning buzzer starts.
Heavy trailers
5-1 Service brake, parking brake, emergency brake and breakaway brake	RfR 5 has been amended by moving some text about mechanical wind-on parking brake into Note 2. Note 2 amended to: Include reference to mechanical wind-on parking brake (previously in RfR 5), and allow a trailer to have a device for operating its parking brake where the trailer utilises the service brake as a parking brake, provided that the trailer parking brake will apply automatically if the service brake fails. This provision replaces exemptions previously issued to trailers fitted with WABCO PREV valve with EBS or Knorr-Bremse TEBS G2 EBS.
