Outcome of consultation on new light entry certification appointments
Thanks to those who provided feedback on the consultation last year.
After receiving support from new light entry certifiers, we decided to adopt the proposed changes to the New Light Entry Certification appointment process.
This means that NZTA will ask current entry certifiers to go through a reappointment process and will:
- appoint an inspecting organisation (IO) who will have a vehicle compliance inspector (VCI). This will replace the current new entry certifier appointment.
- extend the appointment period to 10 years.
- move performance reviews from the current Performance Review System (PRS) to the Quality Management System (QMS).

What this means for new light entry inspecting organisations
You’ll need to go through a reappointment process. There is no cost for this process.
Applications are open from 2 February 2026 to 27 February 2026.
To apply you need to:
- Complete the application form.
- Complete a Fit and proper person disclosure and consent (FP01) form.
- Provide a current Ministry of Justice (MOJ) criminal record check (must be issued within 30 days of the date you submit the application).
- Submit your application with the supporting documentation to vehicleinspections@nzta.govt.nz
Please note:
- Supporting documents (FP01 and MOJ criminal record check) need to be sent for the IO, company directors and the person in control listed on the application (if different from the VCI).
- You'll need to list all brands and classes on the application. However, we don't require statements of compliance with the application.
- If there is any change - through merger or any other means - that results in a company importing vehicle brands not previously associated with that company, we'll require a letter from the manufacturer, as outlined in the Supporting Information section of the application form.
What happens next
NZTA will assess your application and, if appointed, you will be sent a Notice of appointment before 27 March 2026.
All current appointments expire on 28 March 2026.
