VIRM: In-service certification	VIRM: Entry certification
Summary of changes: Vehicle inspectors (VIs) no longer need to notify the NZ Police if they think a VIN has been tampered with (VI still have to notify Waka Kotahi though). A change in what must be entered if an odometer is unreadable. Clarification of the winter tyres definition. Aligning the wording about the number of seatbelts required in a motorhome with the Rule.
