From 4 November 2025, the warrant of fitness vehicle inspector application form, which is currently a PDF form, will be available as an online form. Benefits The new online form will make the application process easier. It will allow applicants to submit the application directly, without needing to attach it to an email. Instructions are all in the form, mandatory fields are clearly indicated, and applicants will receive a confirmation of receipt immediately after submitting. Changes

From 1 March 2019 the NZ Transport Agency will not accept vehicle inspector applications endorsed by the inspecting organisation. That means we will not accept the VI1A application form for WoF or the VI5A application form for CoF from this date. From 1 March 2019, individuals applying to become a vehicle inspector must use the VI1B application form for WoF or the VI5B application form for CoF. They must provide evidence that clearly shows they meet the qualifications and experience requirements in the Vehicle inspection requirements manual (VIRM) and the VI1B and VI5B.

New compliance requirements for parking brake come in on 27 February 2020. Technical bulletin (CoF) 9 parking brake inspection and 4085D requirements has been introduced to give guidance to vehicle inspectors on the background behind the changes and when it is appropriate to request the presentation of the 4085D Operator statement of compliance with parking brake assemblies form. Thanks to those who provided feedback on the consultation last year. After receiving support from new light entry certifiers, we decided to adopt the proposed changes to the New Light Entry Certification appointment process. This means that NZTA will ask current entry certifiers to go through a reappointment process and will: appoint an inspecting organisation (IO) who will have a vehicle compliance inspector (VCI). From 1 July 2024 , people submitting inspecting organisation (IO), vehicle inspector (VI), or specialist certifier applications that require NZTA fit and proper checks will need to get their own criminal records from the Ministry of Justice (MOJ) and send it to us with their application.
